We live in the Las Vegas area, is there a good perennial for me to put in my flower bed that blossoms for several months, is low in height, will maintain green foliage year around that will tolerate lots of heat and sun?

Not many perennials will bloom for several months, but try gaillardia or blanketflower. It does extremely well in the desert and stays in bloom for quite a while. It will also self-sow.
