Shrub Or Plant Selection - Knowledgebase Question

We are looking for some type of shrub/bush that only gets 12 to 18 inches high. Full sun exposure. Something that will basically stay green all season long. I love flowers, are there any bushes or shrubs that would flower?

For a low growing, spreading "evergreen" in full sun you might look into the dwarf nandinas which turn a burgundy red in the fall and white blooms followed by bright red berries. You might also consider the variegated forms of euonymous fortunei, these are evergreen and colorful although they do not bloom. If your growing conditions are suitable, you might also consider some of the dwarf, spreading evergreen rhododendrons or azaleas.
