I have several spirea bushes and the rabbits have
chewed them down to about 4-5 inches from the ground,
will they come back and be ok?

As long as the root systems weren't damaged, they should come back. Make sure the soil is moderately moist until they start growing again, so they aren't stressed for water. And, of course, you'll need to protect them from the rabbits!
