Brushing Tomato Plants With Hand - Knowledgebase Question

In National Gardening Reminders, it states that daily brushing of tomato plants with the hand encourages plants to be short & stocky - not tall and leggy. How does brushing with the hand accomplish that?

It may be because it simulates the action of the wind and weather and literally "toughens" them up as they would in response to physical stimuli outdoors. In my experience, it does in fact seem to make a difference.
