Can cooked vegetables, fruits, pastas, and grains be composted. Particularly if fats, oils, and meats are not used or are removed?

I don't see why those materials would cause a problem as long as the overall balance of ingredients in the pile is adequate between wet and dry, carbon heavy and nitrogen rich.
