Question: When is a good time to transplant perrenials from my neighbors garden to mine?

Answer: Very early spring, just as they begin to grow, is a good time to transplant most perennials. Replant them immediately at the same depth they grew before, and water them thoroughly at planting to settle the soil and eliminate air pockets.
