Rudbeckia is a perennial plant and does not grow from a bulb, so I am not certain what you purchased. However, rudbeckia could be sold as a bare root plant, meaning dormant and having been dug and washed clean of soil. This would be planted so that the roots are down in the soil, and the area from which they emerge, the crown, would be at soil level. This would allow the top growth to grow up from approximately the soil line as it would in nature.
