Is it important to cover bushes during the winter to prevent windburn? If so, what is the best way to cover them?

It really depends on the type of bush and how well it's adapted for your climate. Here in Vermont, we need to wrap rhododendrons to protect them from windburn, because our climate is a bit too cold for them, but lilacs are fine.
