What can I use to keep the neighborhood cats from using my flower bed as a litter box?

There are commercial repellents you can use, as well as talking to the owners about the safety issues faced by roaming cats(or animal control if there is a leash law for cats in your area). Cats are notoriously difficult to control, however you may have luck with the repellant sprays, or with motion detectors that spray water, or with sprinkling thorny branches among your plants, or with a pet dog on patrol. The cats seem to prefer freshly turned soil and mulch and the problem does usually recede somewhat later in the season. Using a larger grade of mulch may help, and watering it down as soon as you apply it may also help discourage them. Wear gloves when working in the soil to protect yourself from possible diseases, too.
