Could you tell me some colorful flowers that dont get more than 18 inches tall

There are many annuals that do not exceed 18 inches. Some plants that are typically taller such as marigolds also offer smaller versions depending on which variety you grow. You might look at fidderent varieties of petunia, zinnia, ageratum, marigold, snapdragon, salvia, portulaca, and sweet alyssum among many others. The plants I listed will do well in a sunny location.
