What type of perennials will do well year round in a flower bed that keeps the soil wet year round?

The following perennials should thrive in the wet conditions you describe: Acorus, Astilboides, Caltha, Eupatorium, Filipendula, Iris ensata, Iris pseudocorus, Kalimeris, Ligularia, Lobelia, Lysimachia, Petasites, Polygonum, Rodgersia, Tovara, Tradescantia, and Trollius.
