Roses Safe Planting Time - Knowledgebase Question

I live in Southwestern Pennsylvania. I have some bare root rose bushes I need to plant. When would be a safe time to plant them. Also, how should I care for them before it is time to plant them?

The dormant bare root roses should be planted immediately so that they can wake up naturally with the season. You should follow the supplier's instructions.
