It is still very cold here (in the 20s at night) and my garden is still covered in snow. When should I plant these bulbs and what should I do with them in the meantime? Each one is wrapped in plastic-should I leave them as is? Should I pot them up?

Wait to plant until the last frost in your area. I'd take them out of the plastic so they don't rot. (The plastic can trap any moisture from the bulb.) Store them dry, perhaps in a mesh bag like onions come in, in a dark, cool, dry place until planting. They do not need to be potted.
