What are the ideal PH ranges in garden soil for growing bulbs, annuals & perennials?

The answer to your question depends on what you are speficially trying to grow, but a rule of thumb for most might be "neutral to slightly acid". You might want to run some basic soil tests and then amend the soil accordingly based on the results. Your County Extension should be able to help you with the tests and interpreting the results.
