Should I cut back to the ground my japanese sedge grass in the spring or does it not need any pruning?

Carex morrowii (Japanese Sedge Grass) should be cut to the ground in late winter, before the new growth starts. A winter mulch might be a good idea in your area since it is usually listed as hardy only to zone 6.
