Soil preparation can be done any time the soil can be worked. Bare root dormant hardy perennials may be planted as soon as they become available so they can wake up naturally with the season. Container grown perennials that have been conditioned or hardened off (meaning acclimated to being outside rather than the greenhouse) can also be planted any time. Seed grown annuals such as dill and cilantro can be planted in mid spring. Tender annuals and tropical exotics such as basil and lemon grass, however, should be planted after thelast expected frost date.
