Need hardy ground cover/partial shade/heavy clay soil/wet/low growing. Thank you

Caltha (Marsh Marigold), Geum, Cornus stolonifera, Primula and Hosta will all grow under the conditions you describe. Most grow from 6"-12" in height. Ajuga (carpet bugle) remains lower to the ground, as does Cimicifuga simplex (except when it flowers). Hope one of these suggestions is exactly the plant you're looking for!
