I want to plant some flowers around my house and I would also like to have a vegetable garden, but last year groundhogs ate all of my tulips and the vegetables as well. Is there anything I can do to prevent this?

In my experience, the best solution to a groundhog problem is a fence several feet tall and with an underground runner reaching outward to prevent them from digging their way under the fence. These animals are wild, unpredictable and may bite so if they are near your house or near where people are, I would seriously suggest you consider having it removed by an animal control specialist.
