Last year my tomatoes in containers were plentiful but the skins were tough. What causes this?

They may have been stressed for water, as tomatoes are highly moisture sensitive. If they aren't getting enough water it can effect the fruit quality. Keep soil consistently moist. Layer two inches of mulch on top of the soil to help retain soil moisture and reduce temperatures. If the containers are in full blazing sun, it might help to provide shade protection in the hot afternoon. I hope this helps!
