Mulching Around Phlox - Knowledgebase Question

I just planted a bed of phlox along a border of my property. I was planning on spreading cedar mulch around the phlox to cover the soil, keep weeds out, etc. If I mulch the flower bed, will this prevent the phlox from spreading?

Creeping phlox will spread somewhat slowly over time and will creep over top of the mulch and eventually root down through it. Allow the mulch under the plants to remain undisturbed so that it rots down a bit and becomes more inviting to the rooting process.
