Can Clematis be planted on top of a wall and will in climb DOWN? If so, which is the best type?

Since clematis grows upward by twining, in my experience it will usually opt to travel along the top of the wall and tangle itself up rather than dangle downward. It may also grow as a groundcover on the uphill side. One of the most resiliant types is the sweet autumn clematis which produces fragrant white flowers in the fall.
