Termites may be attracted to a mulch such as chipped wood, yes. There are other insects such as ants and certain bees or wasps that may make mulch their home, and ladybugs for instance may spend the winter snug beneath it. Slugs and earwigs and even voles might also hide under a mulch layer. In theory, many creatures could live in mulch. If you suspect a problem, or if you have had a problem in the past, you might want to contact your county extension for information about preventing or treating it.
