Garden Pests - Knowledgebase Question

I have lots of tulip bulbs planted around the house and for the second year in a row the initial foliage was eaten up (either by deer or rabbit). Is there anything I can do to prevent further mauling of my bulbs? Spraying repellents help but the constant rain washes that out. Any other suggestions of repellents or plants besides netting?

Unfortunately, the repellents, wire mesh, netting and a fence to keep them out of the garden are really the main means of avoiding the problem. Some repellents do seem to last longer than others, however, and some gardeners report that a pet dog (or cat in the case of bunnies only) can help deter the munchers.
