When should I plant new rose bushed in my yard. I am afraid to plant them too soon.

Bare root plants (without soil) would be planted as soon as the soil can be worked. Container grown plants can also be planted that early if they are acclimated to the weather rather than having been sheltered in a greehouse. This allows them to come out of dormancy naturally with the season and gives them the maximum amount of time to root before the stress of summer heat hits.
