My new lawn is bare in portions (from years of neglect). I would like to plant grass seeds to repair the lawn. Someone recently told me that April is too late to do this. When is the best time to plant seeds for grass? What are my alternatives?

You can overseed bare spots at any time of year, and March to May is the best time for spring lawn seeding in your area. Perhaps the person who told you it was too late did not have luck with seeding this time of year. Make sure you rake the dead areas clean of dead grass, rough the soil a bit, spread fresh seed, protect it from birds, and keep it moist, it ought to take right off. Good luck!
