What type of shrubs can I plant that grow here (zone 9) and that will grow to at least 6 feet and grow quickly (to use as dividing hedge between our yard and the neighbor's)?

I'd prefer something with some color.

Photinia frazeri sounds like the perfect candidate for you. It grows 10'15' high with an equal width. The 5" long leaves are bright, bronzy red when new, maturing to a deep green. Mature plants produce white flower clusters in the spring. Provide full sun for best growth, and average but well draining soil.
