Before we place new mulch down for the first time, do we have to remove the old mulch? We are also adding flowers to the area where the mulch currently is.

In general, you want to maintain a layer of two to three inches of organic mulch. You can fluff up the old mulch periodically and then top it off as needed with fresh mulch. Old mulch may decompose somewhat and that is fine, it is feeding the soil as it breaks down. It is fine to dig in some of that old rotted down mulch when you plant, but avoid incorporating fresh mulch into the holes.
