I want to plant some short, fragrant flowers around my bird bath and need some suggestions of perennials I could plant. These flowers will receive only morning sun. Thank you in advance for all your help.

There are some short varieties of dianthus that are fragrant, as well as some of the bearded iris and lavender which are taller in bloom but relatively short the rest of the time. All of those will need full sun all morning up to noon to do well. In slightly less sun, the perennial geraniums or a nepeta would be lovely, but are not fragrant. You might consider adding a few gragrant annuals to complete the effect.
