Is there a bulb that blooms in September with a purple flower?

There are several plants I can think of that might be included in this category although not necessarily actual technical bulbs. There are several types of fall blooming crocus (these are corms), late planted gladiolas (also corms)will bloom in the fall, and dahlias (tuber)will bloom in the fall. Also, the odd looking toad lily or tricyrtis (perennial) looks like it should be a bulb although it is not. Lycoris, a bulb, will bloom in late August, a bit earlier than you mentioned, as well.
