I am wondering can i use freshly cut grass and chipped leaves as compost now instead of giving it a while to breakdown? Thank You for reviewing my question.

You could use this in a thin layer, however the clippings are nitrogen rich and "hot" and will possibly burn plants if layered too deeply at a time. The combination will help keep it from packing down and becoming water repellent the way plain clippings can. Over time you could build it up to several inches thick. (This mix makes an ideal compost.)
