In general. what percentage of a packet of seeds (quantity 50) and bulbs (quantity 6) will survive to start growing when started outdoors? This is providing, of course, that water, sun, etc. are optimal. I'm just wondering if I should order 1 or 2 packages of, say, Zinnia seeds in order to end up with @ 20 plants growing.

In most cases, all of the bulbs would be expected to grow and a high percentage of the zinnia seeds would germinate. To be positive of having 20 robust plants you could order two packets of seed for outside planting, but one packet would probably be enough for inside planting, barring disaster. To a large extent the success rate with the seeds would depend on your gardening skill. Zinnias usually germinate and grow well.
