What is the rule of thumb for dividing perennials?

Perennials are so varied I am not sure there is a rule of thumb. Typically, they are best divided in early spring just as new growth begins, dug with a generous amount of roots, and replanted immediately at the same depth as they grew before and then kept well watered until reestablished.
