What kind of bug or fungus causes holes in my rose buds before they open?

Rose curculio is a bright red beetle with a long snout. Adults make egg punctures in flower buds. After the larvae hatch they distroy the bud and the flowers fail to open. To control the population pick off and destroy any buds with holes in them. Inspect your roses regularly and remove any adult beetles you find.
