I live in Pittsburgh with pretty cold weather in the winter and sunny summers. I recently bought a garden arch, Could you pls suggest some flowering vine which would blossom year round or atleast would remain green and suitable for the garden arch.

Unfortunately I can't think of an evergreen blooming vine to grow in your area. There are numerous perennial vines that could do well, particularly clematis. Many of the annual vines such as morning glory would also do well if the arch is in a very sunny location.
