Would the Moonglow Juniper do well in So Ca, is it drought tolerant?

Juniperus scopulorum `Moonglow` has a broad pyramidal form which makes it an attractive landscape accent, excellent for screens, hedges and group plantings. Moonglow has a dense compact branching habit with intense silvery-blue foliage. The plant has a moderate growth rate to 15 feet high, 8 feet wide. It thrives in full sunshine and is drought tolerant once established. Follow a regular watering schedule during the first growing season to establish a deep, extensive root system. Feed with a general purpose fertilizer before new growth begins in spring. For a tidy, neat appearance, shear annually to shape.
