Can I cut back daffodil and Hyacithn leaves after they bloom without hurting the bulbs for next years bloom?

The leaves are the plant's way of replenishing its strength to bloom again next year. The foliage should be allowed to grow and thrive until it naturally fades and dries up. You may cut it off when at least half of the foliage has browned.
