My peonies have buds that never fully develop/open and I have other peonies exploding with blooms. What is causing certain plants to develop buds that do nothing?

Sometimes a fungal or disease problem such as botrytis can cause blooms not to open. Another possible reason is lack of moisture in the soil, with different drainage patterns providing different plants with different moisture levels. Plants will also open at different times depending on lighting and variety, some are simply earlier than others as a result.
