WHEN is the best time to plant Lobelia? Is now okay? Will Coreopsis survive along side Lobelia in a partial shade area? I will be planting under spruce trees.

Coreopsis prefers full sun and doesn't need much water, whereas lobelia can take partial shade but needs moderate to ample water, depending on the species. So, I wouldn't recommend planting them next to each other. You can plant lobelia now.
