Question: WHEN is the best time to plant Lobelia? Is now okay? Will Coreopsis survive along side Lobelia in a partial shade area? I will be planting under spruce trees.

Answer: Coreopsis prefers full sun and doesn't need much water, whereas lobelia can take partial shade but needs moderate to ample water, depending on the species. So, I wouldn't recommend planting them next to each other. You can plant lobelia now.
