Coreopsis "Moonbeam" does best in a location that is evenly moist but well drained meaning not soggy wet, especially during the winter. As long as the location is well drained, it should not harm the plant. I would not expect the plant to harm a sound sewage pipe that is buried to the correct depth required by code.
