Is it to late to plant garlic in New Hampshire now? The ground is not frozen yet. Do they actually have to start to root?

I'm afraid it is a little late for you to start garlic. It does need a few weeks to deveop a root system before the ground freezes. Next year, try to get it in the ground between Columbus Day and Halloween.
