Planting Depth For Bulbs - Knowledgebase Question

If I am planting a blub that is 1" in height, and the directions are to plant 1" deep, does that mean 1" of soil on top of the bulb (a 2" hole), or would the top of the bulb be at the soil line?

I would go with the two inch hole.
