I bought two blue hydrangea bushes from a nursery, while waiting to be planted the green buds died. Now it looks like it is dead, stick like with no green. Should I consider it dead?

If they became completely dried out while waiting to be planted, they may have died. Another reason for die back is excess cold or shock coming out of the greenhouse. You could trim away any truly dead stems and plant them and see what happens, they may resprout from the roots.
