Can I use 25-watt fluorescent shop lights instead of 40-watt lights as grow lights?

Cool white fluorescent tubes are fine for starting seeds indoors. The highest possible light intensity is necessary for successful growth of seedlings. You may want to use 3 or 4 25-watt bulbs instead of 2 40-watt bulbs. Keep light on for 14-16 hours each day. Begin 2 inches above seedling trays and then raise the light source 4"-6" above seedlings when they've developed their first set of true leaves.
