Cutting Back Peonies for Winter - Knowledgebase Question

I purchased my house last year, and vaguely remember my neighbors kindly cutting back my peonies. Was I imagining this or is this, in fact, recommended?

Yes, they will die down anyway. Cut them back after frost has withered the leaves. I run them over with my lawn mower every November and like magic, they pop right back up in the Spring. They resemble wine colored rhubarb stalks when they emerge.
