We are starting a vegetable garden at our newly built home. We have extra black "roofing paper" and would like to know if it is safe to use in the vegetable garden to keep down the weeds.

Roofing paper has usually been treated and is not recommended for use in a vegetable garden. Instead,you could use layers of newspaper or cardboard beneath your organic mulch if you feel the need for an extra layer of protection against weeds.
