The tulips I ordered from you were great

My wife wants to put summer flowers in the bed where the waing tulips are

How long do I need to leave the foliage and spikes on the tulip tops

You should remove the faded flowers now to prevent seed formation. The foliage needs to be left in place until it has stopped growing, turned brown, and dried up. Then it can be removed. The foliage rebuilds the bulb so it can flower again next year, so allow it the full time. Sometimes you can plant in front of the bulbs or inbetween the bulbs in the meantime.
