Are the ground nesting wasps were I planted my canna bulbs using the bulbs for food source or just a convenient place to live? I prefer not to kill the wasps if I don't have to.

They're not feeding on the bulbs - they eat insects and sip nectar. They're considered beneficial in the garden because they prey on other insects. They also pollinate flowers. I'm with you - I wouldn't want to kill them, either!
