If I use grass clippings in the garden for mulch around the base of my plants to try to prevent weeds from growing, will this promote grass to grow in my garden?

Grass clippings that are seed free would not encourage grass to grow in the planting area where you have used them for mulch. If you mow often the way you are supposed to, and your lawn is relatively weed free, your clippings should not include grass or other weed seeds.
