Why does my oriental poppy not bloom?
It is in full sun, and good soil. Has lots of beautiful foliage but no flowers.

Oriental poppies produce foliage well before they come into bloom, and some bloom a bit earlier in the season than others. If this is a new plant, it may take a year or two for it to settle in and bloom, with the clump producing more and more flowers each year. Make sure to allow the foliage to grow and flourish and fade comnpletely before removing it so it can build the plant's strength for later blooming.
