Hi,
My mother who lives in the same area as I do, had problems with her tulips, they wouldn't bloom, she only ended up getting large leaves, she waited until the leaves died, the she dug them up and found that on 1 bulb there was maybe 5 or 6 offstprings, she wants to replant some of them, but there are no brown sleeves on most of the bulbs, the question she has is, can she replant those bulbs that have no brown sleeve.

Yes, you can replant the bulbs, being sure to plant them deeply and allow them space to grow and gain enough size to bloom in a few years. The larger the bulb, the sooner it will reach blooming size.
